The leaders of the tribe, who live in a district called Shorabak, prepared to deliver a local landslide.<\/em><\/p>\n<p><em>But it never happened, the tribal leaders said.<\/em><\/p>\n<p><em>Instead, aides to Mr. Karzai\u2019s brother Ahmed Wali \u2014 the leader of the Kandahar provincial council and the most powerful man in southern Afghanistan \u2014 detained the governor of Shorabak, Delaga Bariz, and shut down all of the district\u2019s 45 polling sites on election day. The ballot boxes were taken to Shorabak\u2019s district headquarters, where, Mr. Bariz and other tribal leaders said, local police officers stuffed them with thousands of ballots.<\/em><\/p>\n<p><em>At the end of the day, 23,900 ballots were shipped to Kabul, Mr. Bariz said, with every one marked for President Karzai.<\/em><\/p>\n<p><em>\u201cNot a single person in Shorabak District cast a ballot \u2014 not a single person,\u201d Mr. Bariz said in an interview here in the capital, where he and a group of tribal elders came to file a complaint. \u201cMr. Karzai\u2019s people stuffed all the ballot boxes.\u201d<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Wenn das hier stimmt, dann muss man sich langsam fragen, was eigentlich die Wahlen in Afghanistan noch von denen im Iran unterscheidet &#8211; jedenfalls, was die Frage der Legitimit\u00e4t angeht.
